How to acheive a Painted effect in CS4

I was hoping I could get a Tut on how to make a object look painted like the objects I have shown here on my Image attached. Or close to it. I have tried several on the web, but they do not produce the effect very well on a person.

I do digital scrapping and work with kits like this and want to change my extracted photo to sort of match this painted effect so there is a more seamless look to my page.

Thanks for anyone's help in advance. It is greatly appreciated.
