Help with layers

The answer to my question may be obvious, but I'm a beginner. I have an image that wont allow me to select a new layer or duplicate layer. In fact, there is very little it seems I can do with this picture for some reason. I've tried changing the extension from bmp to pdf but nothing seems to work. Any suggestions?

I have figured it out. I changed the color from indexed to RGB and everything was fine.
